1. Post: Scientist - D (Dissemination and Training)
2. No of Post: (One Post) (Reserved for OBC in case of Direct Recruitment) on direct recruitment or on deputation:
3. Pay Matrix Level: Level-12 (Rs.78,800 - Rs. 2,09,200) plus allowances as per central government rules
4. Essential Qualifications and Experience for Direct Recruitment: -
a) Master’s degree in Natural/Agricultural Science/ Bachelors Degree in Engineering/Technology/Medicine from a recognized university or equivalent
b) Eight years experiences and proven record in R&D, Planning, formulation and execution of various S&T including those aimed at popularization of Science.
5. Desirable: a) Ph.D in concerned field
b) Diploma/Degree in Journalism/Science Communication.
c) Experience in Science popularization/communication and training of resource persons
d) Ability to effectively communicate through print, electronic and digital media.
6. Essential Qualification and experience for Deputation: Transfer on deputation (including short term contract/transfer: Scientists or technologists working in the central/state govts/universities/Recognized Research Institutions/Semi-Govt. or statutory or Autonomous organization in India or abroad.
(a) (i) Holding analogous posts or
(ii) With 5 years service in pay level -11 of pay matrix or equivalent.
7. Essential Qualifications and Experience for Deputation: -
a) Master’s degree in Natural/Agricultural Science/ Bachelors Degree in Engineering/Technology/Medicine from a recognized university or equivalent.
b) Eight years experiences and proven record in R&D, Planning, formulation and execution of various S&T including than airhead at popularization of Science.
8. Desirable:
a) Ph.D in concerned field
b) Diploma/Degree in Journalism/Science Communication.
c) Experience in Science popularization/communication and training of resource persons
d) Ability to effectively communicate through print, electronic and digital media. The departmental officers will not eligible for consideration for appointment on deputation. Period or deputation/contract shall not exceed 3 years) or till the age of superannuation whichever is earlier
9. Job Description: To innovate, integrate and tailor strategies/programmes for science and technology communication, popularization and extension through various communication media.
Age:
Not exceeding 40 years (Relaxable for govt. servants and employees of autonomous institutions/recognized universities/PSUs up to 5 years).
Instructions and additional information
1) The period of deputation shall ordinarily not exceed 3 years or till age of superannuation whichever is earlier.
2) Reservation and concession for candidates belonging to SC/ST/OBC/EWS categories will be applicable as per Central Government Rules.
3) Persons employed in Government /Semi-Government/PSUs/Autonomous Bodies must submit their application through proper channel. Applications not received through proper channel will not be considered.
4) Qualifications, experience and age are relaxable by the Selection Committee and with the approval of the appointee competent authority for candidates otherwise found suitable for the job advertised.
5) The candidates applying on deputation basis should not exceed 56 years of age.
6) No advance copy of application will be accepted.
7) The candidate claiming reservation must enclose caste certificate/ in the prescribed proforma issued by the authority competent to issue such certificates. The certificates should be duly renewed and valid as per Govt. of India instructions. The same may include exclusion from Creamy Layer in the case of OBC candidates.
8) Applications will be screened and only deserving candidates would be called for interview. Merely fulfilling the minimum qualifications will not entitle a candidate to be called for interview.
9) Mode of application i.e. on Direct Recruitment or Deputation is to be clearly mentioned. Only OBC candidates will be considered for Direct Recruitment

While forwarding application, the following documents are to be enclosed duly countersigned by the forwarding authority:
I) Self attested copies of educational qualification and experience being claimed in the application, caste certificate where applicable.
II) In case of candidate employed in Government / Semi Government/ PSU/ Autonomous Bodies.
(i) A certificate to the effect from the concerned authority/Parent department/ Ministry has no objection to the selection of the applicant to the post applied for.
(ii) CR Dossier/ attested copies of the ACRs/APARs of the applicant for the preceding 5 years duly attested on each page by an officer not below the rank of Under Secretary or equivalent.
(iii) A certificate about the integrity of the officer.
(iv)Vigilance Clearance in respect of the applicant duly signed by the authorized officer of the appropriate status; and
(v) Details of penalties imposed, if any, during the last 10 years.

2. The qualifications and experience claimed must be backed by authenticated documentary proof. Each application should be signed by the candidate with the date. The envelope containing the application must be superscribed in bold letters as “Application for the post of Scientist-D”.
3. The last date for the receipt of applications (for candidates other than NE state / A&N Island and Lakshadweep etc) would also be the date to determine the age limit.
