3. Eligibility:
A candidate for direct recruitment to the service:
(i) must be a Citizen of lndia;
(ii) must hold a degree of Bachelor of Laws (Professional) of any University established by Law in lndia and recognized as such under the Advocates Act, L96L;
(iii) must have been an Advocate for a period of not less than seven years on the last date fixed for receipt of online application i.e 27.02.2021, and
(iv) must possessess a thorough knowledge of Hindi Written in Devnagri Script and Rajasthani Dialects and Social Customs of Rajasthan.
Age: A candidate for direct recrultment to the service must have attained the age of 35 years and must not have attained the age of 45 years on the 1st day of January 2022.
Important Information
1. Before conclusion of entire recruitment process, no information pertaining to this recruitment, shall be provided on the application submitted under Rajasthan Right to lnformation (High Court and Subordinate Courts) Rules, 2006, and the same could be provided as per rules, only after conclusion of recruitment process. The information shall be provided as per rules, on the application(s) submitted within 06 months from the date of declaration of final result. However, no information shall be provided on the application submitted beyond 06 months from the date of declaration of final result.
2. No candidate shall be allowed to bring/posses/keep with him Cellular Phone, Calculator, Bluetooth or any other electronic/com munication device and Purse etc. in the examination centre. Candidates are allowed to bring only pen, pencil, admit card or any other material as specifically directed by the Rajasthan HiBh Court in examination room. Centre Su perintendent/Rajasthan High Court shall not be responsible for safety of above gadgets.
3. Every candidate shall himself write answers to the questions in the examination, however, the facility of Scribe will be provided to such persons as per existing Rules, who are unable to write the answer at his own. Such facility will not be provided to the persons who temporarily or accidentally get disabled.
4. All the candidates shall comply with the instructions issued by the Rajasthan High Court/ Centre Superintendent/ lnvigilator/ Officer authorised by Rajasthan High Court. lf any candidate does not comply the instructions or found using unfair means, action as deemed appropriate by the High Court may be taken including under Rajasthan Public Examination (Prevention of Unfair Means) Act, 1992.
5. A candidate who is or has been declared by the Recruiting Authority or the Appointing Authority, as the case may be, Suilty of impersonation or of submitting fabricated or tampered with documents or of making statements which are incorrect or false or of suppressing material information or using or attempting to use unfair means in the examination or interview or otherwise resortin8 to any other irregular
or improper means for obtaining admission to the examination or appearance at interview shall, in addition to rendering himself liable to criminal prosecution, be debarred either permanently or for a specified period,
(a) by the Recruiting Authority or the Appointing Authority, as the case may be, from admission to examination or appearing interview held by the Recruiting Authority for selection of candidates, or
(b) by the Government from employment under the Government. No recommendation for recruitment either written or oral other than that required under the "Rules", shall be taken into consideration. Any attempt on the part of a candidate to enlist support directly or indirectly for his candidature by other means shall disqualify him for recruitment.
Documents Required
a. A Married Woman desirous of getting benefit of reservation in the category of Scheduled Caste, Scheduled Tribes, Other Backward Classes and More Bacward Classes shall have to produce Caste/Class Certificate issued with the name of her father; Parental Address and Parental income failing which the reservation claimed for shall not be allowed in light of Circular No. F.15(24)DOP/AIl/75 Jaipur dated 24.06.2008 of Department of Personnel (A-ll), Govt. of Rajasthan;
b, ln the case of widow, she will have to furnish a certificate of death of her husband from the competent authority and in case of divorce, she will have to furnish the proof of divorce;
c. Candidates of Ecomincally Weaker Sections shall have to produce Certificate in prescribed format duly issued by the Competent Authority;
d. Persons with Benchmark Disabilities shall have to produce certificate of his disability in prescribed format duly issued by the Certifying Authority Authorized by Appropriate Government;
e. Candidates belonging to SC, ST, OBC or MBC shall have to produce caste certificate for claiming benefit of reservation in prescribed format duly issued by the competent authority, in case OBC (NCL),
not prior to one year from the last date of submission of application form;
f. Certified copies of those Ten (10) judgmentsof which candidate has furnished particulars while submitting online application form;
g. Original Certificate from District Judge concerned/ Registrar of concerned High Court/Supreme Court in the prescribed format as ANNEXURE I or ll (with Seal of the concerned Authority) regarding character and length of actual practice of candidate;
h. Attested copy of Seconda ry/equivalent, School Certificate/any other educational document having date of birth;
i. Attested copy of Bachelor of Law (Professional) Degree;
j. Attested copy of Enrolment Certificate/Sanad;
k. Original Character Certificates as ANNEXURE lll of two responsible persons not related to him, issued not prior to six months from the date of submission of application form;
l. Original 'No Objection Certificate' of Department for appearing in the examination and proof of length of service (if any);
m. Attested copy(ies) of document relating to Dlsmissal/ Remova l/Termination (if any);
n. Certified copy(ies) of Judgement/Order relating to conviction or acquittal (if any);
o. Certified copy(ies) of registered FIR (if any);
p. Certified copy(ies) of Charge-sheet filed in a Court of Law (if any);
q. Certified copy(ies) of negative final report filed in a Court of Law and order passed thereon regarding acceptance/rejection/present status, if any;
r. Attested copy(ies) of Order relating to permanently Debarring/Disq ualifying from appearing in any Examination or lnterview (if any);
s. Attested copy(ies) of Order relating to Professional Misconduct under Advocates Act, 1961 or any other Law for time being in force (if any);
Selection Procedure :
1) The scheme of competitive examination for direct recruitment to the cadre of District Judge shall be as prescribed in Rule 40 read with schedule Vll of the " Rules".
2) There shall be no negative marking for wrong answers in Preliminary Examination.
3) The Preliminary Examination shall be conducted on OMR Answer Sheets.
4) Model answer key to the question paper of Preliminary Examination shall be published on the official website i.e. http://www. hcra i. nic.in of this Court forthwith after holding of the Preliminary Examination. The objections from candidates against the model answer key shall be sent within such time limit and such manner prescribed by Rajasthan High Court. Such objections shall be considered by a competent Commlttee and if needed, after modifying the answer key, the final answer key may be published on the official website of this Court, simultaneously, with the declaration of result of Preliminary Examination.
5) To qualify for Main Examination, the candidates of SC/ST category shall have to secure minimum 40% marks and candidates of all other categories shall have to secure 45% minimum marks in the Preliminary Examination.
6) The Committee constituted by the Chief Justice shall scrutinize the applications of the applicants who are qualified for main examination and shall satisfy itself before granting of certificate in case that the application has been made strictly in accordance with the provisions of Rajasthan ludicial Service Rules, 2010 and the decision as to the eligibility or otherwise of the candidates for admission in the Main Examination shall be final. No candidate shall be admitted to the Main Examination unless he holds a certificate of admission granted by the person authorized by the Ch ief I ustice.
7) After interview, a merit list of the candidates (category wise) shall be prepared on the basis of their aggregate marks obtained in Main Examination and lnterview considering the suitability in general. Provided that notwithstanding anything contained in any rule or schedule and having regard to the requirement of efficiency in service, the court may determine such cut off marks as considered fit for being recommended for appointment.
