The Department of Biotechnology (DBT), Ministry of Science & Technology (Government of India) has established the Translational Health Science and Technology Institute (THSTI), an autonomous institution, as a part of the interdisciplinary Biotech Science Cluster at Faridabad in the National Capital Region. The Institute is a dynamic, interactive organization with a mission to conduct innovative translational research and to develop research collaborations across disciplines and professions to translate concepts into tangible products to improve human health.

2. Details of the post of Executive Director 2.1 We are looking for a leader at the level of Executive Director on deputation (including short term contract) / absorption basis from Indian Nationals or persons with OCI status*. (*Indian citizens and person with OCI status shall be eligible for appointment subject to the condition that persons who are having Overseas Citizens of India (OCI) status, prior approval under Section 7 B (2) of the Citizenship Act, 1955 from Ministry of Home Affairs (MHA) and Ministry of External Affairs (MEA), or any authority specified by Government of India from time to time should be in place before.) 2.2 The position of Executive Director offers a unique opportunity for the right individual in providing strong and visionary leadership to the institution. He/she will perform duties of the Chief Executive Officer of the Institution and the responsibilities of ED includes leading and nurturing the core multi-disciplinary research faculty, developing policies and fostering collaboration with scientific, medical and engineering partner institutions, developing mechanism for collaboration with industry, recruitment of appropriate faculty and management of the extramural activities including supporting research resource units in other institutes. 2.3 The ED of THSTI will report to the Governing Body and will be responsible for implementation of the decisions taken by the Governing Body. 2.4 The selected incumbent will be placed on the Level 17 in the Pay matrix as per CCS (Revised Pay) Rules, 2016. In addition to the usual pay & allowances as admissible, the selected incumbent will be entitled to other benefits such as a furnished on-campus housing (in lieu of HRA), medical reimbursement, telephone expenses reimbursement, newspaper allowance, children education allowance, Leave Travel Concession, New Pension Scheme contribution etc. as per the Government of India rules and a chauffeur driven car (in lieu of transport allowance).
3. Eligibility Criteria Scientists from Central / State Govt. / Research Institutes / Autonomous Bodies / Government funded research organisations / institutes etc. subject to the fulfilment of the following conditions (a) and (b):-
(a) Holding analogous post on regular basis in the parent department; Or, With five years’ service in a post in Pay Level 14 (Grade Pay of Rs. 10,000/- as per 6th CPC) or equivalent in the parent cadre/ Department.
(b) Possessing the qualification & experience as given below: Essential: i) MD or PhD or equivalent degree in biomedical sciences, ii) Minimum 15 years’ of research experience in the field of specialization and have aptitude for translational research, iii) Excellent track record, hand in publications, patent and awards.
Desirable: i) Experience in successfully running large programs, centre, institution, ii) Experience in guiding research activities in the area of specialization.
Age:
The period of deputation including period of deputation in other ex-cadre posts, held immediately preceding this appointment in the same or some other organisation/ Department should ordinarily not exceed 5 years. The maximum age limit for the appointment on deputation (ISTC) should not exceed 58 years as on the closing date of the receipt of the applications.
